During the Second Regional NGOs Congress in Kyiv in November 2007, the internet-based Communication Platform for Non-Governmental Organizations www.non-gov.org, was officially launched. The Platform is a result of recommendations made by participants of the First Regional Congress held in March 2006 in Warsaw and responds to the need to strengthen communication and information flow between the NGOs from the West and East of Europe. The Platform is working simultaneously in two language versions: Russian and English. The project is held under the auspices of the Council of Europe and is operated by the Casimir Pulaski Foundation.
